Just upgrade from 1.10 to 1.15.8

when a user (not login from scp) make a new ticket, fails the creation, and don't apear any error message.

in the admin panel, appears;

I checked the directory and files privileges . they are set in 777.

Environment details? (see Admin panel -> Dashboard -> Information)
The error looks like an authentication issue. Check the permissions on your temp folder, and check the contents of your ost_Session table.
