Permissions

To start with, because this is a new install, I would clear the browser cache on her PC to eliminate the possibility of any old files hanging around causing permission / access problems. Unfortunately, I'm not very good at explaining things because i'm more of a 'hands on' person, but I will try my best to point you in the right direction of things to check!
As you know, the 'Admin' account and any members of that 'Group' can do and see anything. However, other accounts such as the default 'Staff' one cannot, and are restricted using 'User Group' permissions.
I think the reason why your user cannot see the stats is because she doesn't have permission to view them. The default setting for 'Staff' in the 'User Group' is 'Can View Staff Stats. (Ability to view stats of other staff members in allowed departments) = No'
The other problem you have I think also stems from 'permissions' - Open the 'Staff' group within the 'User Group' and make sure your new Department (listed under Department Access: Check all departments the group members are allowed to access.) is ticked, because I think be default it's not.
I'd also check the 'Staff Member' settings to make sure they are assigned to the correct group and their 'Primary Department' is correct. I'd also check the 'Departments' the ensure they have 'Users' assigned to them and also under "Department Access: Check all groups allowed to access this department." the correct 'Groups' are ticked.
