Login to the database, DROP
the ost_user__cdata
table, run the cron manually via CLI (see command below), and the table should be recreated. If you don't have a Cron Job/Scheduled Task running then you will need to run the cron manually over-and-over again until data stops being inserted in the table.
php /path/to/osticket/api/cron.php
If you don't have access to the webserver you can simply add a dummy field to the Contact Information Form, save changes, delete the dummy field, save changes again, and the table should be recreated.
