Ticket marked as stale immediately after it is created

We are having an issue where tickets are marked as stale almost immediately after they are created. I was on 1.15.4 and upgraded to 1.15.6 but the problem is still there. The SLA grace period is set to 48 hours.
I am using IIS 8.5 with MySQL Version 10.5.9 & PHP Version 7.4.25.
Any idea what could be causing the issue?
