IOException: Unable to read resource content after server migration

I've moved my OS Ticket to a new server, I've managed to get it all up and running but I'm having difficulties downloading attachments from tickets, getting the error IOException: Unable to read resource content.

I've checked permissions of the folder and files and also changed it to 777 to see if that would work but still getting the same message.

Either the file doesn’t exist on the file system or you are having ownership/permission/security issues. You’ll need to do some debugging on your server to see what’s going on.

KevinTheJedi The files exist, have set permissions to rwxrwxrwx but still doesn't seem to be working. New uploads seem to be fine, it's just the old ones.

I've seen that the new files are rw-r--r-- and work correctly, even setting the old files to the same permissions don't seem to work.

Are you running Linux? Can you confirm that SELINUX is disabled?

Yes it is disabled, from the config file:

# This file controls the state of SELinux on the system.

Looking at a config file doesn't really tell us if SELinux is running.

Try running this at the command line
sudo sestatus

What user does your Apache run as?
What is the use that owns the old files?
