Is there a way to define the order of the Help Topics in the webform dropdown for end-users? Right now it is alphabetical... but we'd like to customize that order.

Yes, change Alphabetically to Manually, manually reorder, and save changes.

I am on @stevland 's theme and this option is hidden!

Will revert to the default OST theme to see and use that setting.
