Email is concatenating phone number and localhost

when creating a user, osTicket is concatenating the users phone number and localhost (phonenumber@localhost). this is getting registered as the users email address disregarding the specified email address. how do i make sure the email address i am entering when creating the user reflects as their email address and that they are able to login in with this email

osTicket uses the email address that the email is sent from to create accounts and open tickets.
When an Agent opens a ticket they would use the users email address to do to.
So I have no idea what you are talking about.

when i create a user, as shown in the screenshots. i give the user an email address. but after saving, the email gets changed to phonenumber@localhost, the user can only login with username but both the users email address and the one @localhost user is getting access denied. but i need a user to be able to login with email address because it appears that is the only way a user can check ticket status. by providing email address and ticket number.

Looks like someone borked your instance by trying to make email not required.

That form should look like:

note: yours wouldn't have my custom fields of: Agency or Title.

So go to Admin panel -> Manage -> Forms -> Contact Information

What does your Contact Information form look like?
