The plugin I want to add isn't downloading. I go through the usual steps, skip adding a language, then select the store attachments on filesystem option, then click the right arrow, it moves that plugin to the list on the right, then I click next. All I get is a zip file of the base installation. As opposed to the expected zip file containing my plugin, plus the base installation zip file. I did also check to see if the plugin was added directly to the base installation zip file but didn't find it there. I went through this three times to make sure I wasn't missing a step. I also tried from a different browser and OS. It's failed on an old MacOS Chrome and a new Linux Firefox.
